C. Tinsley II
graduated from Emory University in 1969 and from the University of
Georgia School of Law in 1972. He was admitted to the Georgia Bar
in 1972 and concentrates his practice in healthcare; general corporate
representation; dispute resolution; and structuring mergers, acquisitions,
and joint ventures for businesses, physician groups and other healthcare
providers. In addition to assisting the firm's clients with their
business and contractual concerns, he advises healthcare providers
on compliance issues such as Medicare fraud and abuse concerns, Stark
issues, insurance regulatory requirements and Antitrust. He serves
as an arbitrator for the American Arbitration Association and The

Bacon-Tinsley, CHE graduated with honors from Northern Illinois University in 1974 and with distinction from the University of Kentucky College of Law in 1991. She was admitted to the Georgia Bar in 1991 and concentrates her practice in healthcare, representing physicians and other healthcare providers in their general business and corporate matters; contract negotiations; mergers, acquisitions, affiliations, divestitures and dissolusions; federal and state regulatory matters (including self-referral issues, fraud and abuse concerns, false claims allegations and antitrust questions), and alternative dispute resolution. Mulcahy graduated from St. Joseph's University in 1968 and from George Washington University Law School in 1974. He was admitted to the Pennsylvania Bar in 1974, the District of Columbia Bar in 1975, and the Georgia Bar in 1981. Frank maintains a corporate legal practice with special emphasis on insurance and technology issues and represents insurance companies, healthcare organizations, agents and others in obtaining licenses and regulatory authority. He counsels clients on a broad range of business legal issues, including mergers and acquisitions, regulatory compliance, contracting and commercial transactions, obtaining and protecting trademarks, copyrights, trade secrets and software licenses, resolving Y2K problems and represents clients in the Georgia General Assembly and before federal and state regulatory agencies.
